Title: Head Finance (Finance Manager)
Report to:Project Director
The project Finance manager is responsible for the timely and accurate reporting of the financial status of the projects. The Project finance manager will give financial support to project teams with respect to cost control issues, contract issues, forecasting of expenditures. He will be responsible for the adherence to and further detailing of the procedures set in this document, including maintenance of the authorization schedule and list of signatures and initials.
1. Ensures Authorization levels are in place and checked
2. Manages the project accountant(s); preparing financial working instructions
3. Tracks main contracts: commitments versus contract approvals, contract milestone payments
4. Design of the financial project report , in close consultation with project director
5. Design of the financial project report for Steering Committees/project director
6. Ensures Reporting of the financial reports on agreed upon dates (project discipline leader/ST etc.) ---> (10th day of each month)
7. Keep close track on the contingencies’ amount
8. Reports in financial numbers and justifications on deviations coming from scope changes and/or variation orders, in close harmony with project director
9. Ensures that internal Investment procedures are followed (cost versus capital etc.)
10. Prepares Expenditure forecasts over the whole project period in consultation with the Project Leaders;
11. Prepares monthly cash flow overviews and communication to Head office in US/India Financial dept.; ensures that hedging (if applicable) takes place for foreign currency transactions.
Requirements:
1. 10 - 12 years working experience in finance management in foreign company
2. Financial education or related similar major in university
3. Familiar with Chinese tax law
4. Some knowledge of project management
5. Less than 40 years old (can be flexible )
6. Can use English working, good at reading and written, simple English speaking
7. High integrity
